Gil De Ferran and Helio Castroneves clearly did bring Penske back to dominance with De Ferran wining back to back championships for Penske and Castroneves wining back to back Indy 500s. The two Brazilians clearly take did Penske to the next level when Penske left Cart for Indycar.
