Jimmy Carter's entire foreign policy was human rights and he saw the Shah of Iran as a violator of a human rights. The Shah wasn't really such a bad guy considering women were lawyers and doctors and didn't have to wear the vail, look it it weren't for Jimmy Carter there would be no Islamic Republic of Iran.
